Reported on this site more than once the revelation that the industry is filing AD/CVD briefs and have gotten some considerations on changing the tariff lists in the tariff 201, 301 guidance has had effects above and beyond the administration or the “Energy Secretary” of a particular administration. Biden left most of Trump’s earlier tariffs on Chinese solar PV materials and components in place, as we know now, Biden’s last guidance was to increase tariffs on Chinese vehicles to 100%. Not sure how that will flesh out as an official guidance document, or not.

The most telling of the posted graphic is from Obama to Biden with some substantial tariffs in between the industry still exploded and continued to install more and more solar PV over those years. Take away, industry (momentum) rolls through political administrations, sometimes slower, sometimes faster, but continues on with the help of or in ‘spite’ of “who’s in charge”.
